Installing XML Builder

Builder will no longer be bundled inside Rails, it will be required as a Gem dependency. You can install Builder with a simple ‘gem install builder’, and the minimum required version is 2.1.2. Changeset #7761

(This currently only applies to trunk, not the Rails 2.0 Release Candidate)
